Low Income Home Energy Assistance Program  (LIHEAP)

The Low Income Home Energy Assistance Program, known as LIHEAP, helps homeowners with their heating and cooling costs. LIHEAP can provide each household with up to $480 per year. After applying, a caseworker will evaluate your eligibility and benefit amount. Your case will be heard earlier if you drop off a physical application and see a caseworker personally

What you will need to apply:

  1. Income statement for the last 30 days
  2. Utility bill
  3. Picture ID (drivers license, passport, etc…)
  4. Disconnect notice (if applicable to your situation)

Three ways to apply:

  1. Submit your application online through the YesNM Portal
  2. Mail in your application to Central ASPEN Scanning Area (CASA) PO BOX 830 Bernalillo, NM 87004 or Fax to 1-855-804-8960
  3. Drop off a copy of your application at a Human Services Department site (see map below)

You may qualify for LIHEAP if at least one member of your household gets help from any of the programs below:

  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Temporary Assistance for Needy Families (TANF)

Weatherization Assistance Program (WAP)

The Weatherization Assistance Program (WAP) allows low-income families to lower their energy bills by making their homes more energy efficient. Register for WAP through the New Mexico Mortgage Finance Authority’s Energy$mart program. Homes receive an average of $5,500 in energy efficiency upgrades. You can expect a savings on your utility costs of $350 to $500 per year


What you will need to apply:

  1. Proof of income (or lack of income)
  2. Proof of home ownership, renting documents, or mortgage information
  3. Utility bills
  4. License or social security information

Requirements for Energy$mart:

You are automatically eligible to receive weatherization assistance if you receive Supplemental Security Income (SSI) or Temporary Assistance to Needy Families (TANF). The MFA gives priority to persons over 60 years of age, persons with disabilities, families with children, and households with the lowest collective incomes. If you are a renter, your landlord must agree to renovations

To sign up for the Energy$mart program, you must call to receive an application. Once you have filled out that application, send to the MFA (344 Fourth St. SW, Albuquerque, NM 87102 ). If you live in NORTHERN New Mexico (see picture below), sign up for Energy$mart by calling 505-345-4949 or toll free at 855-345-4949. If live in SOUTHERN New Mexico (see picture below), sign up for Energy$mart by calling 575-546-4181

Smart Thermostat Programs

PNM: From June 1st- September 30th, PNM will raise the temperature in your home by a few degrees usually from 1:00 PM – 8:00 PM on weekdays during peak demand. You will receive $25 every year for participating. There is no charge for the instillation or service of the PNM Power Saver device

Xcel Energy: From June 1st – August 31, usually between between 2:00 PM and 7:00 PM, Xcel will raise the temperature of your home by a few degrees. You will receive a $2.50 credit towards your bill every day that Xcel raises the temperature in your home. There is no charge for the instillation of the smart thermostat

El Paso Electric: From June 1st – September 30th, usually from 2:00 PM – 8:00 PM on weekdays, EPE will raise the temperature in your home through a smart thermostat. You will receive $125 for enrolling in the program and an additional $25 for every year of participation. You must already have one smart thermostat installed in your home to qualify. The program has already reached its 3,000 thermostat capacity, but EPE is looking to expand the program in the future

PNM Refrigerator Recycling Program

Public Service Company of New Mexico (PNM) recycles refrigerators and freezers for $50. PNM will pick up the unit and send a check within 4-6 weeks


  1. Fridge/freezer must be in working condition
  2. Fridge/freezer must be a typical kitchen-sized unit (10-32 cubic feet)
  3. Must be a PNM customer
